Every major AI platform is marketing agents as copilots. The metaphor carries a built-in trajectory: today your agent drafts, tomorrow it decides. The copilot is learning to fly the plane. It is a story about expanding capability, and it is seductive in the way that stories about expanding capability always are.
Spend time with teams that have actually deployed agents in production, though, and you hear something different. They talk about routing requests across large tool catalogs, converting messy support tickets into reusable procedures, prioritizing security queues, attaching explanations to verdicts, generating the telemetry needed to reconstruct what the agent did and why. Nobody in these conversations sounds like they are describing collaboration with a peer. They sound like they are describing the careful integration of a new actor into an existing system of rules, records, and delegated authority.
They sound like they are onboarding a clerk.
Not the pejorative version. The institutional one. Weber understood something about bureaucracy that the copilot metaphor quietly elides: modern organizations run on files and preserved documents, maintained by subordinate officials whose job is to keep them. Clerks were never incidental to institutional power. They were the connective tissue that made large-scale coordination possible, the actors who turned individual decisions into durable records. Without the clerk, an organization could act but could not remember. It could not be consistent. It could not be held to account.
The copilot metaphor assumes agents mature by getting smarter. The clerk frame suggests they mature by getting admitted. Those are structurally different futures.
The admissibility problem
Look at what is actually hard in current agent deployment. One recent study found that when you scale from ten specialized agents to over a hundred, routing accuracy drops dramatically on underspecified requests. The bottleneck is not reasoning capability or tool use. It is whether the system can determine which agent has the authority and competence to act on a given request. That is an admissibility problem. And admissibility requires something organizations are generally reluctant to provide: explicit rules.
What authority is delegated? What evidence must exist before action is taken? What can be contested afterward?
Every functioning institution has answers to these questions. The answers are usually tacit. They live in the heads of experienced people, encoded in hallway conversations and unwritten norms that accumulated over decades. You cannot delegate to a clerk without specifying the scope of the delegation. The tacit has to become explicit.
This suggests that the most consequential thing agents do may have nothing to do with the tasks they perform. Every organization that successfully deploys an agent has to articulate rules it previously left unspoken. That articulation is valuable independent of the agent. It makes the institution legible to itself.
We have a persistent habit of blaming technology for the confusion it surfaces. The confusion was already there. The technology just made it impossible to keep functioning around it. Agents are particularly effective at this because they cannot do what human clerks have always done for new hires: absorb implicit norms through observation and proximity. An agent that cannot access an explicit rule simply fails. And that failure is diagnostic.
The copilot story promises expanding autonomy, a trajectory toward peer-like collaboration. What's actually observable in production looks less dramatic and more structurally interesting: agents becoming admissible, earning their place inside institutional systems one explicit rule at a time. Someone always ends up paying for institutional ambiguity. It might as well produce something useful on the way out.
